New Rules for Electric Vehicles in Mexico City

Amid the rise of electric scooters, bikes, and motorcycles on the streets, capital authorities have 'hit the brakes' to regulate their use. Drivers of these vehicles will now need a driver's license, license plates, and a mandatory helmet. Getting around CDMX is increasingly complicated — you have to 'dodge' cars, motorcyclists, cyclists, and now scooter users. This is the reason why authorities proposed the need to make changes to the Mobility Law of CDMX. The measure will not be immediate. For this reason, if you own any of these items, it will be necessary to comply with the regulations. The Mobility Law in CDMX regulates their circulation, speed, right-of-way, and penalties, so they will need to: Display license plates and a registration card. Have a driver's license. Wear a helmet and safety equipment. Not circulate on sidewalks or bike lanes. Clara Brugada, Head of Government of CDMX, explained that skates or scooters remain as non-motorized vehicles, so their licensing is ruled out; however, they are not exempt from the CDMX Traffic Regulations. What do we know about the license plate and driver's license for VEMEPE users in CDMX? Last August, it was announced that to drive VEMEPE, it would be necessary to present a driver's license and process their plates, with the objective that users register in the following months. To date, the Mobility Secretariat (Semovi) has not given a date for the start of the licensing of electric motorcycles, despite the measure being sent to the capital's Congress. For now, VEMEPE drivers are only recommended to respect the Traffic Regulations and stay tuned for new Semovi provisions to regulate electric vehicles, as well as the license and plate procedures for them. Capital authorities have established a 360-day deadline to adjust regulations and define procedures, so its mandatory application will begin next August. The Government of Mexico City aims to regulate the use of these vehicles and improve road safety, given the increase in accidents and conflicts with pedestrians and motorists. Below, we tell you what the main changes are in the Mobility Law regarding scooters, bikes, and electric motorcycles. What are Personal Electric Motorized Vehicles (VEMEPE) and what rules must they comply with? With the changes to the CDMX Mobility Law, the category of Personal Electric Motorized Vehicles, known as VEMEPE, was created, which include the following characteristics: Independent accelerator. Two or more wheels. Speed greater than 25 kilometers per hour. Continuous power greater than 250 W and up to 1 kW. In addition, VEMEPE are divided into two types: Type A: Weight less than 35 kg. Type B: Weight between 35 and 50 kg. Vehicles that meet these characteristics are electric scooters, electric bicycles, and electric motorcycles. Mobility in CDMX has new rules.
